1. GENERAL INFORMATION

1a. Brief History

UMALCA, the Mathematical Union of Latin America and the Caribbean, was founded in July of 1995. As a focus for its activities, UMALCA has decided to launch the Latin American Congress of Mathematicians, to be held every fourth year in some country in the region.

The first edition of the Congress took place from July 31 to August 4 of 2000, at the Instituto de Matematica Pura e Aplicada (IMPA) in Rio de Janeiro, Brazil (www.impa.br/Conferencias/Umalca_2000/index.html).

The second edition of the Latin American Congress of Mathematicians will be held from June 20 to 26 of 2004 at Cancun, Mexico, with the Instituto de Matematicas of the Universidad Nacional Autonoma de Mexico (UNAM) and

the Sociedad Matematica Mexicana as hosts.

2. PRACTICAL INFORMATION

2a. Venue and accomodations

The Congress will take place at the 5-star Continental Plaza Hotel, in Cancun, Mexico, located in Boulevard Kukulcan by the beach.

Congress participants will benefit from a special "all-inclusive" price, that is, comprising all meals, in any of the several restaurants the hotel has.

The cost per day, per person, will be:

$ 95 US in single room

$ 72 US in double room

$ 64 US in triple room

In order to get the discount prices offered for the congress, all participants must book their accomodation through an agency hired for this purpose.

2b. (Pre)registration

We ask all participants planning to attend the Congress to pre-register through the web page as soon as possible, and no later than May 10 if they want their names to be in the list of participants that will be distributed at the meeting. This will also allow us to have ready your the name tags and welcome packages at the Registration Desk of the

congress in Cancun.

We also ask invited speakers to please fill out the form in the web page providing the title and abstract of their talks.

The arrival day for the Congress is Sunday 20 of June. The Registration Desk will be open all day long on Sunday at the Office of the Congress located in the Continental Hotel.

There will be a Welcome Cocktail from 19:00 to 20:00 on Sunday, also at the Continental Hotel.

Registration can also be made during the week, but we strongly advise participants to do it on Sunday, whenever possible, since academic activities will start early on Monday morning, and there will be a very rich scientific program.

The Registration fee for the congress will be of US$100 (US$50 for students), payable upon registration, either in US dollars or Mexican Pesos.

2c. Transportation

The airport in Cancun has many international and domestic connections, so we strongly advise participants to fly directly here.

The airport is located some 20 km away from the hotel. Transportation to and from the hotel, at a reasonable price, will be provided by the same travel agency in charge of hotel reservations; please ask them to do so if you want this service. They can also help you with travel reservations and plane tickets.

Participants are aslo invited to check the Congress web page for tourist and weather information about Cancun.

2d. Grants for students

There will be a limited amount of grants for graduate students. The registration form must be filled electronically through the web page before April 1st. The decision concerning these applications will be made by the Scientific Committee and will be notified to the applicants by May 10th.

3b. UMALCA Medal Lecture

THE UMALCA Award in Mathematics was created in 2000 to distinguish the most brilliant mathematicians working permanently in the region, as well as to acknowledge and stimulate their contributions to Mathematics.

In 2004 the prize includes - Invitation to deliver an UMALCA Medal Lecture at the Latin American Congress of Mathematicians

- Monetary prize equivalent to US$ 5,000, through a special donation to UMALCA by

IMPA-Rio de Janeiro and Instituto de Matematicas de la UNAM-Mexico.

The prize will be atributed by the Scientific Committee of the Congress, among mathematicians working permanently in Latin America and being less than 45 years old at the day of the beginning of the Congress.

The period for nominations closed on March 1, and a decision by the Committee is expected soon.
